Civil War Union Brigadier General, Colorado Governor. Born in Steubenville, Ohio, he was a lawyer at the outbreak of the Civil War when he joined the Kansas Legion in Washington D.C. Commissioned a Captain in the 2nd Indiana Cavalry and after his successful advance at Chattanooga, he was promoted Colonel in 1862. He commanded a cavalry brigade at the battles of Perryville, Chickamauga and was promoted Brigadier General in command of the First Cavalry Division in April, 1864. He led his cavalry in the Atlanta Campaign, though Alabama and in the Franklin-Nashville Campaign. Detached to Tallahassee, to accept the Confederate surrender of Florida, he remained there as military governor, until June 1865. For gallantry and meritorious service, he was brevetted Major General of US Volunteers. After the war, President U. S. Grant appointed him Governor of Colorado Territory in 1869, serving until 1875. He was also the cousin of Union General Robert L. McCook.
