Son of John Laughlin and Jane Cuttle. He was born soon after his Scottish immigrant parents arrived in Allamakee County. He attended Western College in Linn County and was granted a teaching certificate in 1868. He married Amanda Jane Harris on 04 May 1872 at Castalia, Iowa, in a joint ceremony with his sister Ella and her brother George.

Jim was a farmer, a teacher, Post County assessor for many years, a member of the National Guard, and he helped to install the first rural telephones in Post Township. He was fond of using dynamite to celebrate the 4th of July. He lived his entire life on the same farm in Post Township.
