Mr. Noel was born June 6, 1927, in Hannibal to Owen Franklin and Effie Lee McClish Noel. He was married to Lena Lucille Harrison on Nov. 16, 1947, in Hannibal at the home of the Rev. John Golden. She preceded him in death Feb. 28, 1995.
He was preceded in death by his parents; five brothers, Darrell Noel, Kenneth Noel, Donnie Lee Noel, Everette Noel and Birney Wayne Noel; and two sisters, Gracie Young and Mildred Treaster.
Mr. Noel worked for the Board of Public Works at the power plant for many years. He also worked at Gardner Denver in Quincy, Ill., and for Allied Maintenance at American Cyanamid, now BASF. He was a member of the Masonic Order and was a Baptist by faith.
