His death was a result of a training exercise conducted by the U.S. Navy on the Chesapeake Bay near Cove Pt. Maryland which went bad. Carroll was a midshipman at the U.S. Naval Academy. He was aboard a Navy landing craft and was learning about evasive maneuvers to take when attacked by enemy aircraft. An attacking plane on a simulated strafing run crashed into the ship and also killed one other midshipman. There were others from the academy onboard who escaped harm. The pilot of the plane and an observer were also killed.
