Jeanne Whelan, a member of a pioneer family, the daughter of Peter James Whelan and Katherine Kelly Whelan (later Mrs. Katherine Quinn:), who were also born in Corpus Christi. Her ancestors, Peter Dunn, Martin Kelly, James McBride, among others helped settle Corpus Christi and helped found St. Patrick's Church, the first Catholic Church in the area.

Mrs. Whelan was a graduate of Incarnate Word Academy in 1937, a school previously attended by her mother and grandmother. She earned a Bachelor's Degree in Fine Arts from Incarnate Word College in San Antonio and taught art at South Park School in Corpus Christi. Later, she moved to Austin where she earned a Master of Fine Arts degree from the University of Texas. She was an accomplished artist and devoted much of her time to painting. She was also an accomplished linguist. She lived in Mexico for 10 years and spoke Spanish as well as the spoke English. She studied French intensively, as well as German and Russian. She was a member of the American Association of University Women.
