William was born in Bearbrook, Russell County, Canada West, to John Shearer and Helen Rankin from Scotland.

According to WeRelate.org, until 1969 Bearbrook was in Russell County in the United Counties of Prescott and Russell, then became part of the neighbouring county of Carleton. In 2000 all of Carleton became part of the City of Ottawa.

In 1880, while serving as a clergyman in Bearbrook, William met and married Isabella Reid Russell at Stanley Presbyterian in Montréal, Québec.

The couple then had nine children while serving Sherbrooke Presbyterian Church in Québec for over 20 years. The family moved to Lethbridge, Medicine Hat, Alberta, just as WWI was breaking out

Three of their six sons enlisted - tragically only one, James the oldest, returned.

In 1921 William was asked to come out of retirement to serve as the first minister of Lilly Memorial (Cedar Park United) in Pointe-Claire, Montréal. He was described as "a quiet, handsome, snow-haired Doctor of Divinity."

In 1924 he again retired to Calgary, Alberta, with Isabella.
