John was the second of eight children, the oldest son born to William Shearer and Janet Swanson. His twin Edward did not survive.

Their father was a hand-loom weaver in Ratter, Dunnet, Caithness-shire, the northernmost point of Scotland. His parents both died after the 1851 census, not long before John married Helen Rankin in Glasgow in 1856.

The newlyweds immediately sailed to Canada, settling in Bearbrook, Russell County, Ontario, where six of their 10 children were born.

John worked as a mason/contractor before moving to Ottawa and becoming a Civil Servant. Two sisters joined him in 1876.

Additional child - Andrew Shearer born 1870 in Ottawa, not listed on the 1881 census.
