Frank served as a Staff Sergeant on B-24D "Pelly-Can" #41-23688, 319th Bomber Squadron, 90th Bomber Group, Heavy, U.S. Army Air Force during World War II.

He resided in Forsyth County, North Carolina prior to the war.

He enlisted in the Army on April 2, 1942 at Fort Bragg, North Carolina. He was noted, at the time of his enlistment, as being employed as a Draftsmen and also as Married.

B-24D #41-23688 was rammed by a Japanese fighter plane causing both of them to crash into the sea near Indonesia. The entire crew was lost.

Frank was declared "Missing In Action" on this mission during the war.

He was awarded the "Distinguished Flying Cross", Air Medal with 2 Oak Leaf Clusters, and the Purple Heart.
