Son of Lemuel J. and Lucy G. (Jewell) Russell.

Civil War, 4 years in the Ohio Union Army.
At the end of the war Charles relocated to Kansas, and in 1869 homesteaded 160 acres a mile west of Gross, KS, where Valley Church now stands and is buried on what was his homestead in Old Arcadia Cemetery.

He was a Machinist, Master Mason and lodge secretary, member of the G.A.R., I.O.G.T, A.O.U.W. and Fraternal Aid, merchant, Arcadia postmaster and school teacher in both Old Arcadia and New Arcadia (the earliest in this part of Kansas), Arcadia Mayor and police judge, Arcadia school grounds/building maintenance custodian, and member of the Christian Church; unmarried.

Note: obit says he has no near relatives in Kansas at the time of his death; however his 1869 homestead is surrounded by Susan Jewell (1857), Lewis R. Jewell (1859), Charles W. Jewell (1860), and Edwin F. Jewell (1865); and there's a "cousin Charlie" stone.
