He resided in Maricopa County, Arizona prior to the war.

He enlisted in the Army Air Corps on January 7, 1942. He was noted, at the time of his enlistment, as being employed as a mechanic and also as Single, without dependents.

B-24H #42-95098 took off, with a crew of 10, from Station 124 England on a bombing mission over Neufchâtel, France. Near the target they were hit in the bomb bay area by ground anti-aircraft fire which entirely disabled the B-24. They crashed southwest of Neufchâtel.

Shelley was "Killed In Action" in this crash during the war.

He was awarded the "Distinguished Flying Cross", Air Medal with 3 Oak Leaf Clusters, and the Purple Heart.
