Willard served as a First Lieutenant on B-24D #42-72896, 514th Bomber Squadron, 376th Bomber Group, Heavy, U.S. Army Air Forces during World War II.

He resided in Eastland County, Texas prior to the war.

He enlisted in the Army on February 21, 1942 at Camp Wolters, Texas. He was noted, at the time of his enlistment, as being employed as a Filling Station Attendant and also as Single, without dependents.

Willard was declared "Missing In Action" when his B-24 was shot down by enemy fire and crashed in the sea near Italy during the war. He was awarded the Air Medal with 1 Oak Leaf Cluster and the Purple Heart.
