The son of Alfred Jasper Goodwill and Sallie Fort; he was the grandson of CSA Capt. Alfred Goodwill, a prominent Minden merchant.
Jasper was a graduate of Minden High School; enlisted in the U.S. Army during World War I. After the war, he became assistant postmaster for the town of Minden until 1923. He would go on to work for Empire Southern Gas Company and would retire from the position of manager in 1954.
In 1955, he became a transitional mayor of Minden between the terms of John T. David and Frank T. Norman. During his three year service as Minden mayor, he gained health insurance and pension coverage for municipal employees.
He married Annie Eldredge (1889-1959) from Abbeville, Vermilion parish, Louisiana. They had the following children: Marion Jasper Goodwill, Robert Eldredge Goodwill and Gloria Goodwill.
