Second Lieutenant Oakley was killed in action at St. Mere Eglise during the Normandy invasion. He served with the 505th Parachute Infantry Regiment, 82nd Airborne Division.

Lieutenant Oakley was the son of William Hagerman, a bookkeeper, and Mildred Estelle Koerner Oakley, and his younger siblings were Marian, Donald, and Kenneth. In 1940 they lived in Avalon, Allegheny County, Pennsylvania.
