Richard was a Highway Patrol Officer for the state of California. He was on duty when he was murdered by Bruce Sons in North Bakersfield while in the line of duty.

Services; Friday, 10:00 a.m.
Funeral services will be held Friday at 10 a.m. in the Canyon Hills Assembly of God Church, 7001 Auburn at Highway 178, for California Highway Patrol Officer Richard Alan Maxwell, 33, who died July 11, 1994 from gunshot wounds received in the line of Duty. Rev. Mark Roberts, Pastor of Rosedale Pentecostal Church and Rev. J.D. Hardy of Sunshine Full gospel Church will officiate. Speakers will be CHP Commissioner Maury Hannigan, CHP Officer Chris Freeman and CHP Officer Steve Dowling. Burial will follow in Hillcrest Memorial Park Cemetery.
Richard was a native of Portage, Wisconsin and had lived here since 1984. He was a teacher for a few years and joined the California Highway Patrol about five years ago. He had spent over 17 years in educating himself to meet the demands to provide for his family. He was a member of Rosedale Pentecostal Church.
Survivors include his beloved wife of over 11 years Freda Marlene Maxwell of Bakersfield; his loving daughter Megan Renee Maxwell; his devoted parents, William and Joan Maxwell; his sister, Susan Nelson and his Grandmother Lilas Weber all of Portage, Wisconsin; his brother William "Bill" Maxwell of Brazil and a host of other relatives, in-laws, friends and his other family, members of the Bakersfield California Highway Patrol.
The family has requested in lieu of flowers donations be made to the Richard Alan Maxwell Memorial Fund which has been established (by the CHP 420 Club An Officers Club in the Bakersfield area) in care of Paramount Savings, 8200 Stockdale Highway, Bakersfield, 93311.
Visitation will be held from 8 a.m. until 8 p.m. Thursday at Mish Funeral home.
