Jesse Osborn, former banker of Muleshoe, served as State Representative from 1952 to 1967. During his tenure he served as chairman of the House Appropriations Committee, and also as chairman of a House Committee on Mental Health and Mental Retardation. Mr. Osborn had extensive real estate holdings: he was instrumental in organizing the High Plains Water District, and was active in many other civic and community affairs. After retiring from the legislature he served for several years as a member of the State Hospital Board. To him belongs much of the credit for many of the improvements that have been made in the mental health care systems in Texas. A well known and well loved man, Mr. Osburn presently lives in Amarillo.
