Herbert Allison Doud was born Feb 23 1859, in Scranton, PA. He was a graduate of Lafayette College and shortly after graduation was appointed to a position in the Internal Revenue Service at Omaha, Nebraska, becoming chief clerk, a position he held until Cleveland's administration, when he resigned. Four years later, he again accepted the same position. He was an elder of the First Presbyterian Church of Omaha and the Treasurer of the Omaha Theological Seminary in 1921. He married Emma McDougall, born Nov. 1857 in Canada. After her death, at the age of 66, he married Eva Keeney, age 61, on October 25, 1925. His children: Ralph S. born Nov. 1889 in Nebraska, Elizabeth born December 1891 in Nebraska, and Mary born 1898.

Per his death certificate, Herbert Doud's residence was Tucson but was hospitalized in Phoenix at the Arizona State Hospital due to broncho-pneumonia, where he died. He had lived in Tucson for the previous 11 years.
