The son of Judge Richard Henry Baker and Lelia A. Barraud Baker was first educated in Amelia County, then the High School at Alexandria. He went from there to Norfolk Academy and finally entered the University of Virginia in 1847. After graduating with a degree in Law, he commenced practice in Norfolk. In 1861 he entered the Third Virginia Battalion and was appointed the Quarter Master for Norfolk. In 1862 he was elected to the Legislature of Virginia and served until 1865. After the War, he returned to his Norfolk practice. In 1872 he was elected to the Board of Visitors at the University of Virginia.
