This is a memorial marker, not a tombstone. It is here in this cemetery for her and her husband, Choctaw Bill Williams. However, it is more likely that they are buried in unmarked graves on their old home place:
IN CURRENT WASHINGTON PARISH, PROPERTY WAS IN RANGE 12, TOWNSHIP 3, SECTIONS 40, 41 & 42. JACKSONVILLE SPRINGS WAS PART OF THE PROPERTY. MILITARY ROAD RAN THRU THE PROPERTY.

Penelope was the daughter of Benjamin Richardson and Sarah Mizell. She was born between 1771 and 1780 per census records. She died after the 1830 census. I do not know how are why the dates on the memorial were put on it.
