He was the son of Mary Alice Estepp Blair and the late Samuel M. Blair.
The former welder is survived by his wife, Elizabeth Blair; two sons, Ricky and Gary Blair; a daughter, Peggy Jo Blair; seven brothers, Chalmer, Major and Marvin Blair of Staffordsville; Escom Blair of Dayton,Ohio, Melvin Blair of Lowmansville, Arnold Frank Blair in Sitka, and Ronald Blair of Paintsville, and Mrs. Fred Wheeler, a sister from Staffordsville.
Services were held in the Staffordsville Free Will Baptist Church on March 21, with Scott Castle and Charles Stapleton officiating.Burial was in the church cemetery, with the Jones-Preston Funeral Home in charge of all arrangements
