Romney was the son of Nancy Louise Walker and Jack Ketterman. He married Lottie Lasswell 22 June 1920. They had 4 children: Romney Jr., Mary Maxine, Herburt Lasswell, and Marjorie Jean Ketterman. He worked for the Railroad as a Clerk and as an instructor at a High School.
