The fifth child of John Young and Martha J. (Thompson) McNeil, he had six siblings: Maria, James Andrew, George Alexander, Sarah Jane, Mary Ann, and Susanna Margary. In 1850, he was living in Eden, Licking County, Ohio. The family moved to Lancaster County, Pennsylvania, in 1856, but in 1860 they were farmers living in Upper Oxford Township, Chester County.

A Civil War veteran, he enlisted - overstating his age by three years - and mustered into federal service at Lancaster August 30, 1864, as a private with Independent Battery I Pennsylvania Light Artillery, and honorably discharged with the battery June 23, 1865, in Philadelphia. It is not known he were living in Lancaster County at the time of his enlistment. His brother George served in the same battery.

He married Rebecca M Lamborn February 22, 1870, in Cochranville, Chester County, and fathered Effa May (b. 07/30/78 - married Frederick M. Coates), Paul (b. 01/17/81), Roy Leslie (b. 11/23/85), Esther Ellen (b. 12/23/70, d. 04/21/71), and Marshal Lamborn (b. 01/21/76, d. 08/01/77).
