Civil War Officer, Mayor of Cincinnati. A native of Ireland, his family emigrated to America when he was a child. He apprenticed as a cabinet maker and acquired a modest fortune in the business of public transportation. He served in the United States Army during the Mexican-American War. When the Civil War began, he raised a company of soldiers for the 10th Ohio Volunteer Infantry and was commissioned as a Captain. He participated in the major battles of Perryville, Stone's River, Chickamauga, and was eventually promoted to Lieutenant Colonel. He returned to his home in Cincinnati after the war and enjoyed fame and popularity as one of Cincinnati's most loved citizens. He became the Mayor of Cincinnati as a Republican and served from 1877 to 1879. While in office, he was one of the founders of the National Association for the Promotion of Marriage. Moore was also known for an incident when he rented a theater, hired a minister to preach a short sermon, and left the doors wide open to attract some of the neighborhoods unsavory inhabitants. He died the following year at his residence in Price Hill.
