The son of Joseph Wilson & Rebecca Perry (Martin) Manifold, in 1860 he was a farmer living in Lower Chanceford Township, York County, Pennsylvania. He stood 6' 0" tall and had red hair and blue eyes.

A Civil War veteran, he enlisted at the stated age of twenty-one in York County June 30, 1863, and mustered into federal service at Harrisburg that same day as a private with Co. A in the six-month organization of the 21st Pennsylvania Cavalry (182nd Pennsylvania). On February 17, 1864, he re-enlisted in Chambersburg and mustered into federal service there February 19 as a private with Co. A in the three-year organization of the 21st Pennsylvania Cavalry. He was promoted to corporal February 21, 1864, to sergeant May 1, 1864, and to 1st sergeant November 10, 1864. He was later promoted to 2nd lieutenant but never mustered at the rank. He honorably discharged with his company July 8, 1865.

He married Sarah Emma Gregg January 1, 1875, and fathered Joseph Howard (b. 04/26/75), Rose Elma (b. 12/05/77), Rebecca Perry (b. 1879, d. 1883), Granger Rowan (b. 1881, d. 1883), Myra Ross (b. 09/18/83), Emily Martin (b. 1885), Keziah Warn (b. 02/26/87), and Margaret Brinton (09/14/88). He became a railroad executive and at the time of his death was the only Republican ever elected sheriff in York County. Cause of his death is listed as "pleuropneumonia" with "chronic Bright's [disease] & neurotic heart" contributing factors.
