Harper took over the role of Superintendent of the Government Printing Office and Editor of the Malta Government Gazette from his brother Henry after the latter's death in 1826.
After the Governor of Malta disolved both posts due to the abolition of the newspaper, he was appointed Magistrate of Judicial Police for Malta on 1 July 1839, a post he held until his retirement on 9 June 1865.
In 1836, while still in charge of printing, he became a member of the Government Savings Bank Committee. In 1867 the honour of C.M.G. was conferred upon him.
He took his own life on 24 November 1874 and was buried in the grave of his wife who had predeceased him on 31 December 1836.
