He graduated from Syracuse University New York, in 1924, attended Harvard Law School, graduated from Dickinson School of Law, in 1929, was admitted to the bar in 1930 and commenced to practice law in Wilkes-Barre, Pennsylvania. He was attorney for the Home Owners’ Loan Corporation, (1934-35), deputy attorney general for the Commonwealth of Pennsylvania and counsel for the Pennsylvania Liquor Control Board, (1935-39). He also was director of the State Bureau of Public Assistance Disbursements and executive assistant to the State treasurer, (1941-44). In 1945, he was elected as a Democrat to the Seventy-ninth Congress, serving until 1947 and again elected to the Eighty-first and Eighty-second Congresses, serving (1949-53). In 1955, he was elected to the Eighty-fourth Congress and to the next twelve succeeding Congresses, serving until his resignation in 1980. He died in retirement at age 90.
