Ernest Vincent Yancey, 69, a management consultant who was former executive director of the International Eye Foundation, died of kidney cancer Sept. 8 at Bethesda Naval Hospital. He lived in Bethesda.
Mr. Yancey was born in Memphis. He was a graduate of Loyola University of Chicago, where he also received a master's degree in social and industrial relations. He served in the Army.
Early in his career, Mr. Yancey was housing and community services director for the Chicago Commission on Human Relations and human relations director for the Catholic Archdiocese of Chicago. He was vice president of the A.L. Nellum & Associates management consulting firm from 1968 to 1978.
He was country director for the Peace Corps in Malawi and a senior technical adviser there for the Agency for International Development before going to work for the Eye Foundation in 1987. At his death, he had been a consultant for 10 years.
He was a member of St. John the Baptist Catholic Church in Silver Spring.
His marriage to Doris C. Henderson ended in divorce. His second wife, Marietta Burckett, died in 1997.
Survivors include two sons from his first marriage, Todd Yancey of New York and Kevin Yancey of Duluth, Ga.; a brother; and five grandchildren.
