Said to be a daughter of William Morgan 1740-1797 and Mary Morgan. It has been suggested Permelia was born about 1783 Watts Creek, Knox (now Whitley) County Kentucky but that date could be off by as much as several years.
Note: at that time Kentucky was part of Virginia.
That time frame is very early in the settlement of Kentucky, so more than likely, she may have been born in Virginia or North Carolina, perhaps in part of Old Rowan County as late as 1788. Her mother Mary may have died before 1799, in Grayson County, Virginia/Ashe County, North Carolina. A William Morgan, # 52686635 fits the description and locations of being perhaps her father or more likely her brother. William Morgan (born either 1764, Edgecombe County, North Carolina or Sep. 15, 1770, North Carolina) married Elizabeth Bobbitt, February 16, 1799, in Grayson County, VA at age 29 or 30.
William Morgan also is said to have a brother Daniel Morgan.
In Whitley County, Kentucky. A William and Daniel Morgan appear in both Grayson County, Virginia and Knox (now Whitley) County, Kentucky as does John Hart. John and Permelia named their first-born son William Morgan Hart, we can only assume after Permelia's father and another son, James "Daniel" Hart. Named perhaps after Permelia's Uncle or older brother Daniel Morgan.

Her only known sibling is Hannah Morgan, whose husband is Isaac Sexton, son of William Sexton and Leah Free and likely half-sister Mary "Polly" Morgan, married Dec. 26, 1816, Knox County, Kentucky to Frederick Free Sexton, son of William Sexton and Leah Free. Family lore says they are the granddaughters of John Morgan.
She married ca 1800 (probably Grayson County, Virginia or Ashe County, North Carolina) to John Hart (born 20 February 1780 in Montgomery/Grayson, VA/Ashe County., NC. No marriage record can be located for them. John and Permelia migrated to the South Side of the Cumberland River near Patterson Creek in Knox County, Kentucky sometime before 1804 and the birth of their oldest son, William Morgan Hart.
September 1817, John was issued Kentucky Land Warrant #18213 for 50 acres surveyed on Meadow Creek and Lynn Camp Creek in newly formed Whitley County, Kentucky.
John died 18 August 1855 in Meadow Creek, Whitley County, Kentucky.

Permelia was the mother of 12 children.

According to Family lore, about 1826-1827 Lydia Rains was living in John Hart's home and pregnant by him, with their daughter Tempha Serelda Hart while he was still married to Permelia Morgan. The two of them were often fighting. Just before he left his home one day, he told them both that when he came back, he expected only one of them to be there.
What happened to Permelia Morgan next remains unknown.
Where and when she died also remains unknown, she died ca 1829-1830, perhaps in Kentucky while living with one of her daughters, or possibly in Sullivan County, Indiana, where she may have joined some of her sister's family.
John Hart remarried Lydia Rains on May 10, 1827, in Whitley County Kentucky.
