Russell was born on August 24, 1891 near Wolfsville, a son of Uriah M. and Mary M. Hessong Palmer and was the husband of Calmeda V. Marker Palmer who survives him.

Russell retired after 30 years of service with North American Cement Co. in 1965 and prior to that had been employed at the Goodyear Tire And Rubber Co. in Akron, Ohio.

He was a member of Otterbein United Methodist Church, Hagerstown.

In addition to his wife he is survived by five daughters, Mildred L. Smith, Cascade; Mary E. Longnecker, Hagerstown; Opal M. Keefer, Clear Spring; Margaret R. Cossick, Jackson, Fla. and Esther I. Young, Hagerstown, one son, Gerald R. Palmer, Hagerstown, four grandchildren, Betty Miner, Hagerstown, Lisa Fallon, Toms Creek, N.J., John Cossick, Farmington, N.M. and Thomas Cossick, Atlanta, Ga. and eight great-grandchildren.

Funeral held at the Davis Funeral Home, Smithburg with the Rev. Stephen Robertson officiating and internment made in St. Mark's Lutheran Church Cemetery, Wolfsville by Davis funeral directors.
