William John Handley was the third son of James William and Annie Ellen Handley of 11, The Creek, Northfleet, and the brother of James, Arthur, Anne Ellen, Frances Lilian and Rosetta.

He was born on 9th March 1906 and was baptised on the same day at St Botolph's Church, Northfleet. He was the first of his parents' children to survive into adulthood, although his own health was never good due to a congenital heart defect.

As a child he would dance with his youngest sister Rosetta to a wind-up gramophone record of the tune "Petronella", and would sometimes accompany a record on a pair of spoons or bones, or on a comb and paper. He is believed to have attended The Board School (later known as Lawn Road School) in Northfleet High Street, but his poor health disrupted his education.

He lived all his life with his parents at 36 Samaritan Grove, Northfleet and never married, his parents' concern over his health also prevented him from pursuing a career. He was a keen gardener and also kept homing pigeons, and was also a skilled carpenter who made toys for his nieces June and Brenda. When his mother died in 1961 he continued to live on at 36 Samaritan Grove, which he shared with his unmarried sister Annie.

William John died at Joyce Green Hospital, Dartford, on 16th September 1963, aged fifty-nine, as a result of his congenital heart defect, a post-mortem examination revealed an un-diagnosed hole in the heart. He was buried in Northfleet Cemetery in the same grave as his parents, plot number 284L.
