Mr. Tinsley came from a family of builders and stonemasons. He designed many buildings in his native home, but in 1851 he emigrated to Cincinnati, OH and within two years submitted plans to design the building for North Western Christian University (later Butler University) in Indianapolis. After he won the $100 contest for the university plans in 1853, he moved to the Indiana capital. He designed many more university buildings in Indiana and elsewhere. His most famous Indianapolis building is Christ Church Cathedral in 1860, with the spire being completed in 1869.

In 1857, after his second wife's death, he returned to Cincinnati, where he helped to design that city's open-air plaza. He went into semi-retirement in 1874 at the age of 70.
