Mrs. Mullins was born in Carter County, Kentucky, a daughter of the late Henry and Norma Jordan Osenton.
Billie Jean was a homemaker and a member of First Christian Church in Olive Hill, Kentucky.
In addition to her parents, Billie Jean was preceded in death by her husband of fifty-three years; Mark Daniel Mullins; one brother, Frank Leroy Osenton; two sisters, Lillian Osenton and her twin sister Betty Jo Durham.
She is survived by three daughters and sons in-law, Judy Roe and husband Herman, Connie Downey and husband John both of Ashland, Kentucky, Cathy Long and husband Charles of Olive Hill, Kentucky; four grandchildren, Erica Pillion, Kara Beth Hicks, Joe Burgess and Mark Miller; five great grandchildren, Madison Pillion, Jordan Miller, Andrew Burgess, Michael Burgess and Grace Burgess.
