Son of George McKendrick Scott Garrison and Mary Ann Cosper. Married Anna June Simpson on October 11, 1890 in Nacogdoches County, Texas.

Rho Garrison graduated from Sam Houston Normal School, Huntsville, Texas; taught school several years at Trinity School near Pine Hill, Rusk Co. and at Reed's Mountain. From teaching, he went into newspaper business; he was in the post-office at Garrison for a term. After sometime in bookkeeping, he became a member of the Garrison Drug Company firm. Was on city board of aldermen, board of education, and Superintendent of Methodist Sunday school for 25 years. Politically, he was an independent with Democratic leanings; fraternally, he was a member of the Royal Arch Masons, Knights of Pythias, Woodmen of the World, and the Yeomen.
