Rev. Raymond Dibble was sent in June 1961 to State College, PA to organize a new Alliance Church, and remained the Senior Pastor until 1978. The first Sunday meeting took place on August 20, 1961 at the rented Odd Fellows Hall at 230 East College Avenue with 12 people in attendance. Under Rev. Dibble's leadership the Church was organized in February 1962 and a Constitution was adopted. In September 1962, property was purchased for a sanctuary building on the corner of Fry Drive and Norma Street. The first Sunday service was held in the Norma Street building in September 1964. In September 1967, the State College Christian and Missionary Alliance Church was incorporated. Beginning in September 1968, Pastor Dibble led two worship services with an average attendance of 196, and the church building was expanded in March 1971 with a $130,000.00 addition to the original Norma Street building. During his tenure as Senior Pastor, the Alliance Christian School was formed as an outreach of the church in September 1975, and that same year the Alliance Christian Fellowship was also established as an outreach to the students of the Pennsylvania State University campus. In December 1978, Rev. Dibble became the first District Extension Director for the Pennsylvania Eastern District of the Christian and Missionary Alliance. He also served as Pastor of the Paintersville Christian and Missionary Alliance Church for five years.
