Tip was born Nov. 06, 1928 in Terrell, Texas to Tip O. and Nora Jewell Spann. He graduated from Longview High School in 1946. In 1947 he went to south Texas with his best friend, "Mo" Murry Moore,where they were employed by the International Boundary and Water Commission as members of a survey crew in Big Bend National Park preparing for the Amistad and Falcon Reservoirs. Tip wrote a book for his family about the many experiences he and Mo had in the Big Bend of Texas. Later he worked for Brown & Root at Texas Eastman and LeTourneau Industries as a steel buyer.

Tip Otis Spann, Jr. was a man of honor and great pride. He was respected and loved by those who knew him. He was an outdoors enthusiast, with a tremendous respect for nature. He loved spending time with nature, listening to music, enjoying Western films, "piddling with his guns", painting, or reading. He was a strong advocate for Second Amendment rights, and as a lawman, sought to see justice carried forward. He took pride in his abilities as a fine marksman and as a hunter. He was a highly respected colleague and friend to his fellow law enforcement officers. He was fortunate to have followed his boyhood dream of living in Alaska.

In 1974 he went to Alaska where he met and married his wife of 20 years, Sandy. Tip was an avid hunter and enjoyed the wilderness of Alaska. He completed the Alaska State Trooper Academy and was employed as a trooper for the next 11 years until he retired in 1986 and he and Sandy made their home in the Latch,Texas area.

He was a member of the Gilmer Church of the Nazarene, a life member of the National Rifle Association and a member of the Fraternal Order of Alaska State Troopers.

Tip was an avid oil painter and loved painting the beautiful mountains, wildlife and scenery of Alaska and later of East Texas. He won many awards for his art work and today it hangs in numerous private collections.

He loved his children, Debby and Timothy Spann. Their mother was Marcella Moore Spann, Tip's first wife; and Tammy Lynn Spann and Tippie Spann who's mother was Glenda Moss Spann. He adored his grandsons, Kelly Smith and Sean and Chris Cruz. He never knew his fourth grandson, Michael Cruz-Hernandez as he was born after Tip's death. Tip and his grandsons had great fun together shooting, treasure hunts, the toy tree which always managed to be in production when Chris and Sean came, watching the movies "Shane", "Quigly Down Under" etc. They had great times together and made many happy and warm memories.
