Charles is the son of Thomas Jefferson & Leann (Harris) Winfrey. He married Lula Phelps on November 24, 1892 in Jamestown, Russell County, Kentucky.

"Charles L. Winfrey was the son of Thomas Jefferson Winfrey and his wife, Leann. Charles and Lula and their family, daughters Mayme (Elam Harris), Flora (Gerald Griffin), Loraine (Walter Rosenberry), and sons Edwin (Blanche), Curt (Jane) and Joe (Beatrice), lived in the old Winfrey Hotel in Russell Springs. About 1913 the family moved to Somerset, where sons Ralph (Martha) and Carroll (Irene) were born. Carroll is the only child still living. . . Charles Winfrey was a Federal Revenue officer and he was a detective on the Southern Railroad until his death in 1914. The family home was on Central Avenue in Somerset and . . . Lula lived there until the late 1940's. She died in 1953."
