On his military enlistment papers, William lists that he was born in Jackson, TN. In the 1840 census, his family is listed in Campbell, TN. Little is known of his father, Henry Cebolt, other than he was born in Tennessee and is said to have died leaving William's mother a widow. William was raised by his mother (Mary Reeves) and step-father (Burrell Perkins) in Tennessee and Indiana. In 1857, William married Martha Davis (daughter of Allen Davis and Mary Jones). William enlisted as a Private on 9 October 1863 at the age of 27 in Company D, 54th Infantry Regiment Massachusetts. Denzel Washington starred in a movie titled "Glory" about the 54th Mass Infantry Regiment Massachusetts. William was not in either of the companies that sustained heavy casualties in the assault on Fort Wagner near Charleston, SC.
After their marriage William and Martha had lived in Randolph County, IN, but by 1870 they had re-located to Battle Creek, MI. In all, the couple had 5 children; Christiana (b. 1858 IN), Mary Elizabeth (b. 1861 IN), William Jr (b. 1866 MI), John H (b. 1869 MI) and Richard Otto (b. 1869 MI). Throughout his life, William was married to Martha Davis (twice), Sarah Tusing Kidwell, Martha Harvey Barrington and lived in Tennessee, Indiana, Michigan, Illinois and Kansas.
