Jacob Fleeger was born in Lancaster Co., PA and baptized in the First Reformed Church there. The church records use the German form of the name, Jakob Pflueger. Jacob moved with his family to Westmoreland Co., PA (probably about 1788) and then again to Butler Co., PA (about 1797/98).

Jacob was a farmer all his life. He was drafted into military service "on or about the first day of January 1814" and was a Private in Capt. Schaffer's Company of the 138th Penn. Regt., commanded by Lt. Col. Miller under order of General Meade. He saw no active fighting but was stationed at Lake Erie. According to muster rolls, the actual dates of service were from 12 Jan 1814 to 19 Mar 1814. After Jacob's death Congress passed two Acts granting a land bounty of acreage (depending on rank) to veterans of the War of 1812-14. His widow, with the help of her son, Solomon, applied and were eventually granted a total of 160 acres.
