Francis was the son of Robert Blackwell Jr. and Elizabeth Combs. He was probably born in Hopewell Twp., which was then within the bounds of Burlington Co., NJ. (Hopewell was set off to Hunterdon when that county was created in 1714, and then became part of Mercer Co. in 1838). Francis's parents are thought to have arrived in Hopewell soon after their 1710 marriage in Newtown, Long Island.

He was married first to Elizabeth Cornell, with whom he had 11 children. His second marriage was to Sarah Burroughs or Field in 1779. (Her surname is reported as Burroughs by local historian Ralph Ege, but is given as Field in an original family Bible record.) They had 5 children.

He was devised 105 acres (where he was then living) in his father's will, 1751; also named co-executor. He was an overseer of highways in Hopewell Twp., 1744/63; also a constable, 1750. He was taxed in Hopewell Twp., 1779-1785.
