James was born in Castlewood, Russell County, Virginia to William Preston Baily and (unknown) on February 12, 1870. His gainful occupation was carpentry. In about 1894 James married widow, Ellen Elizabeth Vernon, 1859 - 1928, daughter of Granville P. and Charlotte Catherine Coffee Willcoxon of Tennessee. He became stepfather to the following children born of her marriage to Zachariah Vernon.
1. Etta Ella Luvada Vernon, b: 1874 d : 1948 in Texas
2. E.E.L. Vernon, b: 1880 d: 1881 in Texas
3. Etta Vernon, b: 1881 d: 1954 in Texas
4. Oliver Vernon, b: February 1882 in Texas
5. Lonnie Vernon, b: March 1884 in Texas
6. Thomas J. Vernon, b: July 9, 1886 in Texas
7. Lydia Zora Vernon, b: April 1888 d: 1963 in Texas
8. Roy Vernon, b: June 1891 in Texas
According to the US Census of Collin County, Texas taken in June of 1900, James and Ellen Elizabeth had two sons together and of the Vernon children, five were still at home. James' biological children were:
1. William Preston Bailey, b: April 10, 1895 d: September 5, 1959 in Texas
2. James R. Bailey, b: March 27, 1896 d: January 23, 1949 in Texas
On Christmas Day of 1940, James died of a stroke that resulted from long standing heart and kidney disease. On December 26th he was buried in Bethlehem Cemetery, Collin County, Texas.
