The son of John & Sarah Catherine (Hollinger) Cleaver, in 1860 he was a farmer living with his family in Huntington Township, Adams County, Pennsylvania. He stood 5' 8" tall and had light hair and blue eyes.

A Civil War veteran, he enlisted in Heidlersburg, Adams County, August 9, 1862, and mustered into federal service at Harrisburg August 21 as a private with Co. G, 138th Pennsylvania Infantry. He was shot in the arm at the battle of the Wilderness May 5 or 6, 1864, but returned to duty only to be shot again in the arm at the battle of Cedar Creek October 19, 1864. Admitted to Satterlee U.S. Hospital, Philadelphia, he there discharged the service by surgeon's certificate to date May 26, 1865. Which arm or arms were wounded are as yet unknown.

He married Amanda Hosler and fathered Elizbeth F. (b. 09/06/69 - married John S. Brown), Elsie Emma (b. 02/29/72 - married Charles William Hykes), Mary Catherine (b. 1876) and Della Martha (b. 03/12/78 - married a Hostler). Amanda died in 1880, and he married Julia Ann Frye in 1892, fathering William H. (b./d. 1894); John Franklin (b. 08/14/95), and Julia Ann (b. 10/14/00). In 1870, he lived in Silver Spring Township, Cumberland County, but for many years afterward resided in Frederick and Shenandoah counties in Virginia before returning to Pennsylvania. Cause of death is listed as "uremic poison caused by enlarged prostate gland."
