Wilhelm Kleve was born on 10 Feb 1838 in Duelmen, Province of Westphalia, Kingdom of Prussia, the son of Anton Kleve and Anna Catharine Richter. He was baptized on 11 Feb 1838 at Sankt Viktor Roman Catholic Church (2015 Location: Dülmen, Municipality, Coesfeld, Münster Admin Region, North Rhine-Westphalia, Germany).

He married Genofeva (Genevieve) Widmer. They lived in Brown and Calumet Counties in Wisconsin before moving to Platte County, Nebraska. On 12 Oct 1875, Wilhelm filed a Homestead application for about 80 acres in Stearns Precinct (now Grand Prairie Township). The family moved onto the land 10 Mar 1876. He received his land patent on 16 Feb 1883.
