Joseph Lovely served two terms as the jailer of Breathitt County. A religious man, Lovely held the distinction of being the first Republican jailer in a heavily Democratic county. The Breathitt County paper noted that he was the most efficient jailer and a man "of the highest type". When he ran for a third term he was narrowly defeated. He believed the other candidate had cheated but was unable to prove it in court. He died in 1934 of kidney failure.
