Son of William E. & Eleanor (Graham) Mills. Husband of Molsey Ann Talbot. In the 1860 census, his occupation is shown as schoolteacher. He served as a private in Company A, 39th ALA. Infantry Regiment, & died from wounds received at the Battle of Murfreesboro.

His obituary was published in a Pike County newspaper:

Tribute of Respect

At a recent meeting of the Masonic Lodge No. 177, Orion, Pike County, Alabama, the following preamble and resolutions were passed upon the death of James B. Mills, who was born March 16, 1838, baptized August, 1858, died in the full triumph of the Christian Faith in Chattanooga, Tennessee, March 2nd, 1863, from a mortal wound received in deadly strife with the enemies of his country in the memorable battle of Murfreesboro.

Whereas, It has pleased almighty God to remove our departed brother from the terrible conflict and dread commotion of a horrible bloody war, and from the toils, sufferings and sorrows of human life to that blessed land where the wicked cease from trouble and the weary are at rest, where there is no more war nor rumors of war, no more death, sorrow nor tears.

Therefore Resolved, That in the death of our lamented brother our Fraternal Order has lost one of its most worthy and esteemed members, the Christian Church one of its Lord's most beloved disciples, and our struggling country one of her immortal defenders.

Resolved, That while we bow in humble submission to this sore dispensation of Divine Province, we wear the usual badge of mourning thirty days in testimony of sincere love and esteem for the deceased.

Resolved, That this Lodge extend their tenderest condolence and affection to the bereaved family and friends, and invoke upon them the divine blessings.

Resolved, That these resolutions be published in the Troy Advertiser, and a copy of the same be presented to the family of the deceased.

An abstract from The Southern Advertiser, a Troy newspaper, dated 20 May 1863 listed the following Administrator's Notice:

Letters of Administratrix having been granted on the 12th day of May, 1863, to the undersigned, by the Hon. Probate Court of Pike County, Al., on the Estate of James B. Mills, late of said county dec'd. All persons indebted to said Estate are hereby required to make payment thereof to me, and persons having claim against the same must present them within 18 months or they will be barred.
[Signed] Molsey Ann Mills, Admrx.

The inventory of his estate, filed by his widow on 1 Jun 1863, included:
1 colt, six weeks old [valued at] $100.00
2 bales cotton [valued at] $200.00
1 steer [valued at] $15.00
160 acres land [valued at] $550.00
[total value of physical assets] $865.00

There were also several notes for money owed him, along with cash on hand of $60.25.

A sales paper, filed 15 Dec 1863, shows Molsey Ann sold the following:
One "lot" cotton - $216.90
One mule colt - $100.00
One yearling - $15.00
One man's saddle - $25.00
[total sales] - $356.90
