The son of Thomas Ruth, in 1860 he and brothers Thomas and Daniel were brick layers living with and/or working for the John McQuinney family in Warwick, Lancaster County, Pennsylvania. He stood 5' 5" tall, had dark hair and hazel eyes, and was described as being "chunky."

A Civil War veteran, he enlisted in Dillersville, Lancaster County, September 10, 1864, mustered into federal service at Lancaster September 19 as a private with Co. B, 79th Pennsylvania Infantry, and honorably discharged with his company July 12, 1865. He was one of two men named Samuel Ruth who served with Co. B, and that caused great confusion years later during their pension process. For example, this Samuel's pension file contains data for the other Samuel with no indication that it is a different person.

By 1870, he was living with his family in Tipton, Cass County, Indiana. He married Ohio-born Mariah Jane Lindesmith and fathered Francis M. (b. @1871), Breneman T. (b. 09/??/74), Addie B. (b. 12/17/76), Martin L. (b. @1879), David S. (b. 04/??/81), Jesse M. (b. 04/??/83), Katherine Ethel "Katie" (b. 09/05/84 - married Charles W. Shuman), Pearl L. (B. 09/??/86), and Mabel A.
