"He exercised conspicuous initiative and sound judgment in the supervision of Ordinance activities.  With tireless energy he organized and administered the work of the Ordinance department in the zone of the Armies.  As representative of the ordinance department at Chaumont, he showed wide vision and full comprehension of conditions and needs of the service, working with exceptional devotion to prevent any stoppage in the supply of orders material."
