Mayor of Denver, Colorado, 10th and 18th terms. He also served as a Denver City Councilman and County Commissioner. Bates eliminated Denver's debt, replaced gas streetlights with electric, created a system naming Denver's streets, improved the Denver Police Department with a patrol system, and sponsored the Denver Volunteer Fire Department, and Denver Board of Health, with the first regular trash pickups. In 1867 Bate's founded the Denver Pacific Company brought the railroad to Denver. He served as President of the Colorado Pioneers Association, and also Founder and President of Denver City Brew Company.
