Chester Ray Phillips was the son of George Washington Phillips and Elizabeth Crook. He was born April 8, 1891 in Scott Township, Crawford, Wisconsin, the descendent of a long ancestral line of farmers. He married Esther Irene Greene in 1928 and had two daughters (Mariel Ann Phillips,1928-2009, and Living,1932-). Chester was the only son of George Washington Phillips and took over the family farm after his father retired and moved to Boscobel. He later moved to Boscobel with his family, and later moved to San Luis Obispo,California. He died in Boscobel, Wisconsin while on vacation visiting his family in 1961. His remains were shipped to San Luis Obispo County for memorial services and burial at the family gravesite in Arroyo Grande Cemetery.
