Harvey Higley graduated in 1915 from the University of Wisconsin. Harvey Higley was a Veteran of World War One, Army, First Lieutenant. Harvey Higley was also the commander of The Amercian Legion at Marinette, Wisconsin. Harvey Higley was appointed to the Admistrator of Veterans Affairs and to be the Chair person of the Veteran's Day National Committee from President Eisenhower. Harvey Higley was very active in public affairs. The Higley road and Higley park in Marinette, Wisconsin, was named after him.
