He was born November 9, 1836 in Frankfort, Maine. His family was quite mobile. By 1836 they had moved from Maine. It is unclear where they established residence first, but it is clear that prior to the Civil War, they had mills in Owego and Nichols NY. And had at least a residence in the Williamsport/Lock Haven area of Pennsylvania.

Tisdale, his youngest brother (Lamartine, who was perhaps underage) and two other brothers (one named Masonello and the other Francis Marion), enlisted to fight with the Union in the Civil War. Records tell us that they enlisted within a few weeks of one another. Tisdale's death was unknown to his mother for over a month. Including the time where she traveled to visit her two other sons who were sick in the Union camp in Virginia (though Lamartine passed on before her arrival). Brothers Masonello and Francis Marion survived the war.

C.L. Fenderson, in his 1927 era genealogy indicates that Tisdale had married prior to his enlistment (his marriage and one child is verified by the first of two letters his mother wrote to the war department to gain the pension for son Lamartine). The genealogy indicates that his wife's name was Jennie Kent. That genealogy also indicates that there was one child from this union. The child, was named Florence Fenderson. The genealogy shows that by 19 or 20 years of age, Florence was living in Denver, Colorado with her husband. The genealogy mentions the name Frank Fryer as her husband, but records seem to indicate that Frank was a son of Florence Fenderson, and that the father of Frank was an Elijah S. Fryer. Later Florence is linked by the birth of a child to a Paul Volk.
