Walter served as a Sergeant for the Boston Police department. He was first appointed to the Department in 1895 and served until shortly before his death. He was one of the first mounted police officers in Boston and was awarded a medal for his horsemanship at the police horse show of 1900. He was shot twice in the line of duty and was awarded three medals for bravery, in 1900, 1912 and 1922. In 1898 he rescued two children from drowning in Dorchester Bay.

Walter married Ada B. Wilson on February 12, 1890 in Boston, Massachusetts.
